In a major boost to domestic manufacturing and professional governance, the Senate on Tuesday passed two key amendment bills designed to strengthen Nigeria’s industrial base and align public procurement standards with global best practices.
The legislation passed includes the Raw Materials Research and Development Council (RMRDC) Act Amendment Bill, 2026, and the Chartered Institute of Purchasing and Supply Management of Nigeria Act Amendment Bill, 2026. Both bills were sponsored by Senate Majority Leader, Senator Opeyemi Bamidele.
Leading the debate in Abuja, Senator Bamidele explained that the amendment to the Raw Materials Research and Development Council Act specifically seeks to protect and expand local manufacturing and processing industries, ensuring greater utilization of indigenous resources. Conversely, the procurement institute amendment seeks to modernize Act No. 21 of 2007, updating the statutory provisions to reflect contemporary global practices in professional supply management.
The passage followed a motion to reconsider the legislative pieces after President Bola Tinubu returned the bills with specific observations.
Bamidele revealed that a joint technical committee composed of representatives from both chambers of the National Assembly and legal drafting experts thoroughly reviewed the President’s observations to guarantee legal clarity, structural consistency, and precision.
Subsequent to adopting the committee’s report, the upper chamber dissolved into the Committee of the Whole, reconsidered the bills clause by clause, and adopted the recommended amendments.
Senate President Godswill Akpabio officially announced the passage of the bills after they successfully passed their third readings, paving the way for assent and enforcement.
