Nigeria has moved a major step closer to decentralizing its security architecture as 25 State Houses of Assembly officially endorsed the constitutional amendment bill seeking to establish state police.
The approval by 25 state legislatures officially clears the mandatory constitutional requirement under Section 9 of the 1999 Constitution (as amended), which mandates two-thirds approval—at least 24 out of 36 state assemblies—for any constitutional amendment to succeed.
Simultaneously, the Presidential Working Group on Police Reform revealed plans to transmit the harmonized National Policing Bill to the National Assembly to establish statutory operational frameworks for state policing units.
The successful passage across state assemblies sets the stage for final administrative transmission and presidential assent, signaling a historic shift in sub-national security governance.
